Education status of mentally challenged

Please supply me the following information pertaining to access to primary and secondary education by mentally challenged persons:

1. Total number of male and female children enrolled in primary and secondary classes in (1) Government- run schools in India (state-wise). (2) Government-affiliated or supported schools in India (state-wise). (3) Private schools in India (state-wise). (4) Special schools meant for them in India (state-wise).
Kindly provide data for the years 2001 and the current year 2008.

2. Total number of male and female children suffering from disabilities (categorized under motor disability, vision disability, speech disability, cerebral palsy, dyslexia, autism, slow learners) enrolled in primary and secondary classes in (1) Government- run schools in India (state-wise). (2) Government-affiliated or supported schools in India (state-wise). (3) Private schools in India (state-wise). (4) Special schools meant for them in India (state-wise).
Kindly provide data for the years 2001 and the current year 2008.

Please find enclosed a copy of application dated 24.10.2008 on the subject mentioned above. As matter pertains to both primary and secondary schools, the application may be circulated to the concerned CPIOs in the Department, with a request to furnish the necessary information to the applicant directly. So far as School 1 is concerned, the requisite information is being provided through endorsement of this letter. The reference has also been circulated to all CPIOs in SE Bureau.

So far as secondary schools are concerned, information compiled by Statistics Division  of the Ministry under the document "Selected educational Statistics"- 2005-06 can be obtained from the website of Ministry of Human Resource Development by following the link "www.education.nic.in-Department of Higher Education-Statistics."
We visited www.education.nic.in->Department of Higher Education->Statistics to look at Data 2005-06 and State Profiles. There was no figures related to children with disabilities.

I am directed to refer your letter dated 24.10.2008 seeking information under Section 6 of the RTI Act 2005 pertaining to access to primary and secondary education by mentally challenged persons (total number of male and female children enrolled in primary and secondary classes) and number of male and female children suffering from different kinds of disabilities as mentioned in the application and to say that such information is not available in the Statistics Division of the Ministry. The data available and published by the Ministry for the latest year 2005-06 is available on the web-site of the Ministry. For the year 2006-07, we have already requested the States to provide disability-wise enrollment of children with special needs at different stages of education. The complete information from States/UTs is still awaited. On receipt and finalization of the data, this information will also be placed on the web-site of the Ministry.

Such information upto elementary level may be available under District Information System of Education (DISE) with National University of Educational Planning and Administration (NUEPA) whi is collecting and compiling information for monitoring of Sarva Siksha Abhiyan. Your application is being forwarded to Director, Sarva Siksha Abhiyan and Administrative Officer, NUEPA to supply the available information.
We visited http://www.education.nic.in/stats/SES-school-2006-07.pdf and found that no disability-wise information is available.

Data on private schools not maintained under the scheme.
Under IEDC Scheme, special schools are not assisted, therefore, no data has been maintained. Ministry of Social Justice and Empowerment may be approached to obtain this information.
Disability-wise information is not available for the period 2001-08
For the year 2008-09, disability-wise information is being collected for both male and female children.

This Ministry has been asked to furnish with regard to the following:-
    1. Total number of male and female children enrolled in primary and secondary classes in special schools meant for them in India (state-wise).
    2. Total number of male and female children suffering from disabilities (categorized under motor disability, vision disability, speech disability, cerebral palsy, dyslexia, autism, slow learners) enrolled in primary and secondary classes in special schools meant for them in India (state-wise).
1      A copy of the above said reference dated 3rd November, 2008 along with enclosure is sent herewith. As may please be observed from the same that the applicant has sought information for the year 2001 and the current year 2008.
2.     Dyslexia, autism, speech disability and slow learners mentioned by the applicant are not covered under the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995. Also, as special schools are funded under the DDRS scheme, DD-III Section has no information to furnish. About the children with cerebral palsy, the information may, perhaps be available with National Trust or Direction (DDIV), who deals with it.
3.     Since DDRS scheme and National Trust are dealt by Director (DDII) and Director (DDIV) respectively, the above said reference dated 3rd November, 2008 is transferred herewith for furnishing requisite information directly to the applicant.

Under 7th AISES information is available about number of children  with disabilities (visual impairment, hearing impairment, orthopedic (locomotor) disability, intellectual impairment (mental retardation), others, multiple impairment (children with more than one disability will be classified under multiple impairment category)) enclosed at primary, upper primary, secondary and higher secondary stages of recognized schools (schools/classes XI and XII attached to degree colleges also). The disability wise enrollment is also available in special schools for the disabilities mentioned above. 2. The total number of Male and Female children suffering from disabilities enrolled in Secondary Classes can also be assessed from the above website.
3. CBSE is an Examining Body which conducts examinations at Secondary (Class X) and Senior School (Class XII) levels. Hence it does not have information relating to enrollment in primary classes.

2. The required information related to government run schools, affiliated or supported schools, private schools or special schools meant have not been related to KVS. However, Region-wise enrolment of students as on 30-09-2008 wherein the information of Physically Handicapped students covers both male and female students. As no separate information has been updated for Physically Handicapped students. Hence, a consolidated Physically handicapped children suffering from disabilities are enclosed herewith as on 30-09-2008. And State-wise total number of male and female children enrollment for the year 2001 are not available in this office.

As already intimated to you vide this Ministry's letter of even dated 22.1.2009, under Deendayal Disabled Rehabilitation Scheme (DDRS) grant-in-ais is provided to NGOs running various projects including School-cum-vocational training centers for the mentally challenged children/persons. Disability Division is not aware about any such organization who maintains the data for running primary and secondary education centers for MR for all over the India. However, the details of Schools & School-cum-Vocational Training Centers for MR funded under DDRS are enclosed. You may also like to contact these NGOs for obtaining the information required.
