Medical Electronics and Telemedicine Division under R & D in Electronics Group in the Dept. of Information Technology is engaged in promoting Technology development activity in the area of medical electronics, telemedicine and rehabilitation of physically challenged including mentally challenged persons. However, there was no specific budget allocation for software development for mentally challenged persons in previous plan as well as in the current plan.
 2. The actual utilization and/or disbursement of the budgeted and unbudgeted funds, if any, for the purpose stated above. Please afford me inspection of the relevant documents. 2. Actual Utilization/ Disbursement: Not Applicable Rs. 28.00 lakhs has been released for the development of communication system for the people affected with cerebral palsy in Nepali language.
 3. Name/names and full particulars of the of software package(s) developed for mentally challenged persons, either by Central Government agencies or by outside agencies with Central Government funding or assistance(full or partial). 3. Name and Particulars of the Software: Sanyog- Indian Language based Communication Tool for children with Cerebral Palsy
Features:
*   A multilingual Augmentative & Alternative Communication System
*   Individual can form their own messages
*   Facility to construct simple sentences by selection of icons
*   Personalize the icons with associated meaning
*   NLP techniques used to generate grammatically correct sentences and tyhe TTS Engine produce speech output.
*   Tested in Bengali, English and Hindi languages
Usage:
*   Enabled people affected from Speech and Motor Impairments to communicate with others in an easy and natural way.
*   User can communicate using icons, text and speech
*   Single sentences or compose messages can be formed of arbitrary length or use pre-stored messages.
*   User-friendly interfaces that can be operated with mouse, keyboard and special access switches.

 4. What is the Intellectual Property and License status of the software packages mentioned above. Provide me the particulars of the developers, the variants of Indian Languages provided for in the software, the number of copies disseminated, and mode(s) of dissemination.  If these packages have been sold, kindly provide me full details about the purchasers and, the price at which they were sold to them.  Please also specify if the licensing agreements with the purchasers/ beneficiaries are at variance with the general policy on intellectual property/ licensing, requested for herein above. 4. Intellectual Property/ License Status: IP is jointly owned by both Media Lab Asia and IIT- Kharagpur.

Developer: The system is being developed at Media Lab Asia Research hub at IIT- Kharagpur.
 The software for persons affected with Cerebral Palsy is being developed by M/s. Webel Mediatronics Ltd. Kolkata and Center for Research and Training in Informatics (CRTI), Deptt. of Information Technology, Govt. of Sikkim. Indian language to be provided for is Nepali.

Software is still under development.
 5. Whether any feedback was obtained from the users and experts on the software mentioned above, during development  process or after its dissemination. If yes, the details thereof. I request for inspection/ copies of the feedback so received. 5. Feedback obtained from the users: Sanyog is aimed at serving speech impaired and the children with neuro-motor disorders such as cerebral palsy. Today, the students at the schools, where the system has been deployed, communicate with their teachers more easily. The feedback from the teachers and parents are similar and they have univocally stated that the system has been accepted by their children and they love it.

Prior to Sanyog, the children had to use manually prepared boards to communicate only with their teachers. Now they can not only communicate more effectively, but also can communicate with the visitors and common people due to the natural language processing and speech support. Also, the children can speak out/ write their thoughts using the access switches and the virtual keyboard or the icons.

Besides, the speech impaired people can also use the system to speak.
 Software is under development. The field-testing is being done at Spastic Society of Sikkim, Gangtok.
 6. Whether  there are schemes for free distribution, or distribution at nominal costs, or beta testing programs for these software. If yes, details thereof.6. Scheme for free distribution of the system: Nil
 Special access device and 16 Key Voice Output Communication Aid using the software developed under this project will be delivered to Spastic Society of Sikkim, Gangtok, Sikkim.

Q.1.Kindly share the Technical details of this project; what it exactly does, what assumptions does it make about the user, etc.
Q.2.What is the current status of the software developed?
Q.3. How many people with autism are using the software currently? What is the feedback on the software?
Q.4. In what languages the software will be made available to people with autism?
Q.5. What is the intellectual property status of the software? Is it under Gnu Public License, if not, under which license is the software to be distributed?
Q.6. Does the software requires custom hardware to be operated? If no, please inform me about what kind of input devices the software accepts? If yes, kindly share details of the custom hardware.

2. Micro-controller based graphical/sound based daily scheduler and alarm for children with Autism.
Q.1.Kindly share the Technical details of this project; what it exactly does, what assumptions does it make about the user, etc.
Q.2.What is the current status of the software developed?
Q.3. How many people with autism are using the daily scheduler currently? What is their feedback on its functioning?
Q.4. What is the intellectual property status of the software? Is it under Gnu Public License, if not, under which license is the software to be distributed?
Q.5. Where can one see a demonstration of this scheduler? Kindly share contact details. And allow me its inspection.
Q.6. Is the software available free-of-cost for people with autism? If yes, kindly share the address to obtain one. If no, kindly share the details of the payments to be made, how and where. Also state reasons for not making it available free-of-cost.
 Reference to your request/application dated 13-05-2009 received in this Department 25-05-2009 on the above subject.

In this connections it is stated that the Cerebral Palsy and Autism are totally different conditions. We have not funded any project for children with Autism. We have funded projects in the past for children affected with Cerebral Palsy. As such we have no information to provide as regard to software development for people affected with Autism.
 Please refer to your letter dated 19-06-2009 received in this section on 26-06-2009 seeking information under "RTI Act 2005".

It is stated that the information sought by you would be available with the institute concerned, viz., Indian Institute of Technology, Kharagpur; Indian Institute of Cerebral Palsy, Kolkatta; National Institute of Mentally Handicapped, Secunderabad; International Institute of Information Technology, Hyderabad; Webel Mediatronics Ltd., Kolkatta; and and Netica Solution Pvt. Ltd. Noida.
